School-Based Services
CDE-Certified Nonpublic Agency

Pillar 5 is a California Department of Education–certified Nonpublic Agency (NPA Identification Code: 9904221), authorized under California Education Code sections 56365–56366.12 to provide special education related services to students with exceptional needs placed by local educational agencies (LEAs).

Who we serve: Students in grades K–12, ages 5–21, whose Individualized Education Programs (IEPs) call for behavior intervention services. We serve students in Humboldt County and operate within the Humboldt–Del Norte SELPA.

Services we're certified to provide:
Behavior Intervention – Design (BID): Board Certified Behavior Analysts conduct functional behavior assessments, develop behavior intervention plans, and consult with IEP teams.

Behavior Intervention – Implementation (BII): Trained behavior technicians deliver direct 1:1 support, skill acquisition, and behavioral intervention under BCBA supervision — at school, at our certified Arcata center, or in the community.

How placement works: School districts and SELPAs contract with Pillar 5 through a master contract and individual services agreement, as provided under California Education Code Section 56366. Services are delivered per each student's IEP, with data-driven progress reporting to the IEP team.
